National Blood Transfusion Council (NBTC), NACO, Ministry of Health & Family Welfare, Government of India is mandated to promote voluntary blood donation to make blood accessible and available through well-coordinated Blood Transfusion Services in our country. In this context, NBTC has associated with Federation of Blood Donors Organization (FIBDO), West Bengal for conducting BLODCON 2017 - National Workshop & Conference for Blood Donor Motivation Organizations at Lovely Professional University, Phagwara, Punjab from 10th to 12th November 2017.
Around 150 participants attended the conference from all over the country and around the world. Officers from BTS and IEC Division, NACO also took various sessions on VBD promotion during the conference.
The conference started with inaugural speech by Hon’ble speaker of Punjab Vidhan Sabha, Shri. Rana K P Singh. Other officials present on the occasion were Dr. Shobini Rajan, Director – NBTC, Former Chief Parliamentary Secretary MLA Phagwara – Sh. Som Parkash, MLA Nawanshahr – Sh. Angad Singh, Lovely Group Chairman – Sh. Ramesh Mittal, FIBDO President – Sh. KP Rajgopalan, National Secretary - Mr. Biswaroop Biswas, LPU Director General – Sh. HR Singla, HWBD Club President - Mr. Vitin Puri.
Just after a successful heartwarming inaugural session, a “Rally – Walk for Blood” was conducted within the LPU campus to sensitize and motivate the students about the importance of Blood Donation. Most of the dignitaries have participated in the rally, along with the participant group.
Valuable & relevant topics were put forth and discussed in the conference which include - Role of National and State Governments in Blood Banking; Key challenges towards achieving 100% Voluntary Blood Donation; National Blood Policy and National Blood Transfusion Council; Innovations in Blood Donor Recruitment and Retention; Communication Strategy for 100% Blood Donation in other countries; Roadmap to make blood safer; Strengthening Blood Transfusion Services; Meeting requirements of patients needing regular transfusions and many more.

Anupriya Patel. Present on the Dias were Ms. Preeti Sudan, Secretary (Health), Sh. Sanjeeva Kumar, AS & DG (NACO), Mr. Alok Saxena, JS (NACO), Dr. Billali Camara, Country Coordinator, UNAIDS, Dr. Henk Bekedam, WHO Country Representative to India.
This website is essential for ensuring networked, centrally coordinated, efficient and self-reliant Blood Transfusion Services system in the country. NBTC website is envisaged to be one stop shop for all information pertaining to the blood bank management including promotion of voluntary blood donation, access to latest guidelines, policy updates and with links to other important websites and resources at all levels.

NBTC hosted a stall during the World AIDS Day Function on 1st December 2017 at Jawaharlal Lal Nehru Stadium, New Delhi. IEC Material and all other publications of NBTC were displayed. Many participants have visited the stall and went through the displayed information regarding overall functioning of Blood Transfusion Services in the country.
A National level workshop for Developing Communication Strategy towards 100% Voluntary Blood Donation was organized on 8th & 9th May 2017 at Vishakapatnam under the banner of NACO, NBTC and CDC-CMAI Project. The objective of the workshop was to review the various existing IEC materials, which were developed to strengthen the BTS activities across the country during the different phases of the National AIDS Control Programme.
Around 60 participants from various capacities like, Central & State Officers of BTS, VBDs, SACS Youth and IEC officers along with field experts in Transfusion Medicine, Blood Donor Counseling, Blood Donor motivation and recruitment and representatives of Non- Governmental Organizations engaged in promotion of Voluntary Blood Donation from different States actively participated in the workshop and shared their expertise and concerns to standardize the communication strategies for 100% VBD.
The broad objectives of the two day sessions were:-
• Review of various existing IEC materials, developed to strengthen the BTS activities across the country during different phases of the National AIDS Control Programme.
• To conduct a healthy brainstorming session with all stakeholders to achieve 100% VBD across the country
• Accomplishment of significant communication strategy for all blood banks and VBD campaigns
• Standardization of existing/innovative prototypes and contents with correct information and messages for all State facilities.
Addressing the participants in his inaugural address, Dr. Naresh Goel, DDG (IEC & LAB Services) NACO, congratulated BTS NACO team for a first time thoughtful efforts by inviting IEC and BTS under one umbrella. Dr. Goel, greeted the participants and encouraged all to come up with more new innovative messages and concepts to make it a 100% VBD. He also emphasized on the impact of social media and sensible usage of the same in IEC.
Welcoming the participants, Dr. Shobini Rajan, ADG (BTS) NACO & Director NBTC briefed on existing IEC materials available and encouraged the participants to come up with more innovative suggestions and how to go for the media sensitization on blood donation and campaigns.
Distinguished speakers from NACO and SACS also shared their views on need for effective communication tools for the blood banks and VBD campaigns. The SACS and other NGOs displayed their issue specific electronic and printed IEC materials, which were observed and commented by all.
Through a focused group work based on themes and setting for VBD, good brainstorming and interaction with exchange of ideas took place and were presented. The participants came up with innovative suggestions on how the existing IEC materials may be replicated or new materials could be produced through enhancement of the designs, layout and highlighting the correct messages. End of the day, all agreed to the common strategy that straightaway there is a need for effective and thoughtful communication channels to strengthen the blood banks and VBD campaign activities.
National Voluntary Blood Donation Day was celebrated in NACO by organizing a Voluntary Blood Donation Camp on 4th October 2017 at Chanderlok Building, New Delhi.
Around 75 people came forward to participate in the camp, and 45 were able to donate. The Donors came from different organizations of the Building and people also walked in for Donations.

Metro Blood Bank Project is a Central Sector Scheme of the Ministry of Health and Family Welfare to set up state-of-the-art Centres of Excellence in Transfusion Medicine in the four Metro cities of Delhi, Mumbai, Chennai and Kolkata. These centres are high volume blood collection centres where there is state of the art technology in transfusion medicine for component separation, processing of blood and quality systems. Facilities for screening of collected blood by NAT would be made available at these centres and also extended to the other blood banks of the state.
Approval of Hon’ble Minister of Health and Family Welfare has been accorded for the first phase, wherein these facilities will come up in Chennai and Delhi. National Blood Transfusion Council under National AIDS Control Organization will the implementing division of the Ministry for this project.
Taking this forward, a memorandum of understanding was signed between J Radhakrishnan, Secretary Health, Govt of Tamil Nadu and Dr C V Dharma Rao, Joint Secretary, NACO, Ministry of Health and Family Welfare in the chamber of Union Secretary for Health and Family Welfare, Shri B P Sharma and presence of Shri N S Kang, Additional Secretary and DG NACO and Dr R S Gupta, Director National Blood Transfusion Council. The agreement formalizes central government support to set up and run these centres in the state of Tamil Nadu, for which land has been provided free of cost by the state. Central government has approved an outlay of approximately 200 cr per centre for this important initiative.
